New Town Hall is now located at 601 Main Street. The building was purchased as the first stage of a revitalization of the downtown area. A grant from the Colorado Department of Local Affairs paid for most of the cost of purchasing and remodeling the building. The parking lot was paved with the help of the Costilla County's Road and Bridge Crew as an "in kind" contribution.
The second stage in the revitalization plan was construction of new sidewalks, curbs and gutters, completed in 2009, and the placement of decorative lighting for the main section of the business district. The plan for this stage, initiated by the Blanca Beautification Committe, included obtaining grants from the Colorado Department of Transportation and the Colorado Department of Local Affairs for the streetscaping along two blocks of Main Street (Highway 160).
Mayor Myrrl W. Smith, left, with Blanca resident Cardin Silva. Mr. Silva donated all of his time and expertise to carve the new redwood sign for Town Hall. Mr. Silva has since moved out of Blanca, but his legacy remains.
